EXECUTIVE SUMMARY
Catholic Charities has a prime
mandate to respond disaster (natural) since its inception with support and
collaboration of caritas India and Catholic Relief Service (CRS). Hence it is
realized that, the capacity of the organization increases to manage disaster
with competent and experienced human resources focusing 6 coastal districts of
Odisha. The disaster is being of course response throughout the odisha among
IAG, Civil Society Organization with collaboration of Odisha State Disaster
Mitigation Authority (OSDMA). Therefore Catholic Charities is involved in the
process of IAG initiative during emergency disaster response in the state. Like
every year during 2014 Catholic Charities has involved and engage in emergency
flood response with support and collaboration of Caritas India. It has
distributed in emergency items and kits (trampoline, mats and WASH kit)
covering 1000 beneficiaries in 5 blocks of Odisha.
BACK
GROUND
Odisha is vulnerable to multiple
disasters. Due to its sub-tropical littoral location, the State is prone to
tropical cyclones, storm surges and tsunamis. The river systems having densely
populated coastal plains which are rich in alluvial deposits. The rivers in
these areas with heavy load of silt have very little carrying capacity,
resulting in frequent floods, only to be compounded by breached embankments.
According to the Indian Meteorological Department from year 1891 to 2000, 98
nos. of cyclones/severe cyclones had crossed the Odisha coast. This is more
than that of the coast of West Bengal, Andhra Pradesh,
Like every year a severe flood hit
alarmed about 23 district of Odisha in the month of July and August 2014. The
state of Odisha there was torrential rain fall continuous since 22nd
July to 5th of August 2014 due to several low pressures. The increase
of water in the river Mahanadi, Baitarani and Budhabalnga water submerged the
villages and people are in water arrest in different parts of Odisha for many
days. Around 18 lakh peoples from 1084 Gram Panchayats of 3990 villages
have been arrested by the water and total 132 blocks of 23 districts have been
affected by the flood and 45 human causality are reported in the state.
The death toll due to floods and heavy rain in
different parts of the state went up to 34 with seven fresh deaths reported
since Wednesday, the SRC said, adding, most of the casualties were due to
drowning and wall collapse
However, as flow of water into the river went down, it has been decided
to first close three gates and subsequently more gates after assessing the
situation, he said, adding flow into the reservoir from upper catchment areas
was now around 7.8 lakh cusec.
As river Mahanadi and its tributaries were flowing above the danger
level at several places including Naraj, Jobra and Daleighai, flood water
submerged many areas where relief and rescue operation was intensified.
Many parts of Cuttack, Jagatsinghpur, Kendrapara, Khurda and Puri
districts were hit by flood in Mahanadi, even as situation in Jajpur and
Bhadrak districts continued to be grave due to submergence of vast areas by
flood in Baitarani though water level in the river is slowly falling, the SRC
said.
As many as 9.95 lakh people in 1,553 villages of 89 blocks in 23
districts have so far been affected due to the floods, the SRC said, adding
around 26 small breaches took places causing inundation of vast areas.
Around 1.11 lakh people have been evacuated from low-lying areas to safe
places and about 240 kitchens were now operating to provide them free cooked
food.
As many as 2,41,658 people were marooned in 398 villages as surging
water of Baitarani and Mahanadi and their tributaries flooded vast areas in
Jajpur, Bhadrak, Cuttack, Khurda, Nayagarh, Angul, Kendrapara and Jagatsinghpur
districts
GOVERNMENT RESPONSE:
Like every disaster government has
alert the flood in the costal district with early warning, and some possible
evacuation are being undertaken in most vulnerable area. During the flood the
affected people have been served with free kitchen, chuda, jiggery, rice, water
pouch, and fodder for the cattle differently place to place
CIVIL SOCIETY RESPONSE
The Civil
society and IAG Odisha also have intervened in emergency through the process of
rapid assessment, and emergency support. The Odisha IAG has work with OSDOMA to
respond to the victim servivors starting from 12 hrs to 72 hrs. Also the work
is still continued in affected district.
GOAL
The 1000 flood victim survivors in 4
district of odisha are able to cope-up in the flood situation and start normal
life.

Odisha flood response 2014 meeting was held on 7 August 2014
at Catholic Charities office premises at 5 PM in the presence of following

Orientation of assessment
The Cartias India has organised an
orientation program led by Mr. Anjan Bag and Mr. Sebastian from Caritas India.
The whole session was facilitated by Mr. Munish from CORDAID and soon after the

The
orientation was wind-up with demonstration, implementing the practical data
collection/assessment in 3 villages of Baniki-2 of Cuttack district.

Rapid assessment
As per the discussion the groups were
divided in to 3 troops to cover 3 different most affected area spot visits to
understand the situation of flood and people at risk. The 1st group
constituted 3 members led by Rita Michel, Caritas India, Odisha moved towards
Banki block of Cuttack district. The second and third group constituted about
4/5 members led by Anjan and Biren moved to Dasrathpur Block of Jajpur district
and Gania Block of Nayagada District.
EMERGENCY
RAPID ASSESSMENT
There was a round of
discussion for emergency spot assessment among Caritas India, Odisha and
Catholic Charities on 6th and 7th of August 2014 at
Catholic Charities Head Office, Jatni, Khurdaroad. As per the discussion the
groups were divided in to 3 troops to cover 3 different most affected area spot
visits to understand the situation of flood and people at risk. The 1st
group constituted 3 members led by Rita Michel, Caritas India, Odisha moved
towards Banki block of Cuttack district. The second and third group constituted
about 4/5 members led by Anjan and Biren moved to Dasrathpur Block of Jajpur
district and Gania Block of Nayagada District.
1. Banki Block of Cuttack
District
The
district Cuttack in particular bore the brunt of devastating floods with fury
and round of in numbers of villages submerging under high level flood water.
Banki Sub-Division remained cut off with 87 villages affected with flood havoc
since now. This flood triggered by 3 days continued rain on 4th
Aughust-2014 and affected more or less 96775 spread over to 87 numbers of
villages under Banki Sub-Division.
A
note worthy features concludes out of the seviour flood to Banki invites the
high blow in destroying the economy of the common people. The main road
approach to district head quarter Cuttack disrupted due to the submerged flood
water and even Block head quarter to Gram Panchayat. Drinking water sources in all most all
villages in the flood affected zone being polluted due to the contamination of
flood water and appearance of unhygienic condition. Threat of epidemics hope to
loomed in large. The threat of epidemic not only restricted to man but also
included the domestic animals. Foot and mouth diseases of domestic animal are
spreading with cyclic manner and apprehend sure to death of more animal in near
future.
2. Dasarthipur Block of
Jajpur District
Once the water start
entered in to the villages people have been evacuated to different places
(schools, Panchayat, Block etc.). Many are dependent in roof as shelter place.
The house articles and utensil was completely drowned and some seen to useless.
The domestic animals like cow and goats are kept on the roadside having without
food. People are still in water arrest in the block. People face difficulties
for accessing drinkining water, only a source is available such as one tube
well has been dependent for all the victims. There is no any human casualty
till dates. The total of about 500 hectors of agricultural land is under water
and be damaged.
3. Gania Block of Nayagrha
District
According to the report of local leaders, partner agencies, PRI
members 3 blocks Gania, Bhapur and Khandapara of Naygarh districts have been
affected badly. The peoples of 110 villages of 18 GPs are facing serious
trouble due to deluge. In Gania block 40
villages of 2 Panchyats Chhamundia and Badasilingia are still in the arrest of
water. The people are totally under the custody of water. There is no road
communication except some boats provided by the Gram Panchayat office which. On
7 August peoples are provided some dry food like rice, gud and flattened rice
by the block office after a heavy demand by the local people. As we observed,
the affected people and domestic animals stay together in the village.
Regarding their present living condition we have directly interacted with the
local leaders, affected village people and village head. People do not have
safe drinking water which may cause many waterborne contaminated diseases and
due to heavy mosquito there is a threat of Malaria, Chicken Gunia and Dengu
diseases since the area is prone to the diseases. One of the most horrible news
we received that one of the pregnant women of Kendupali village namely
Gitanjali Behera, aged about 30 gave birth on the road since they didn’t catch
the boat on time. Women and children are most vulnerable since they have
privacy and education is completely disrupted. Secondly Mr. Kumuda Behera, aged
about 45 of Bentapada village died on the 7 August due to the vomiting and
other 3 peoples have been died due to different causes like snake bite,
diarihha and fever. Peoples have lost their day to day livelihood and finished
their preserved foods. There is no initiative for evacuating people from the
places but less supply of foods make t hem harassed.
4. Nimapad Block of Puri
District
The flood water of Dhanua has
severely affected by 84 nos of village of 12 gram
panchayat under Nimapada block. About 35867 peoples of 7268
nos of household has been severely affected by the flood -2014. Now
146
nos. of Kutcha house already collapsed. Near about 6000 hector
agriculture crops maroon by the flood
water. The village has submerged by the
flood water. There is no road connection to the maroon villages. The schools of the area have already closed to this reason.
Today the NH Road from Nimapada to Capital Bhubaneswar has blocked at
Kaji patna chhak over Dhanua bridge by the flood water.
There
are no cattle feed available in the area. Due to cutoff
of major road connection the food stock has not sufficiently available in the
market. The daily market of food grain rates is highly increased .The local administration
silent in the matter. After 2 days of the
flood in the area but the
Government level has no respond in that area like emergency
relief materials, cattle feed, emergency medicine ,Health camp, free kitchen,
dry food etc. The water contamination diseases have aggravated some flood affected
villages.
The
government has take steps for allotment of 8 nos of boats in the maroon
area of Nimapada block like
1).Sunugoradi School, 2). Dhanua Gram panchayat office, 3). Kaji patana, 4). Chingudia Kanta, 5) Badaninigaon, 6)
Bamanal Grama panchayat office ,7) Bhagaban sundara , 8) Bada siribila.
4.
Criteria of beneficiaries selection
The
beneficiaries have been selected with the criteria such as:

The household should have SC, ST and OBC
·
The House are completely damaged
·
Possible beneficiaries should be widow, women and PWD[3]
5.
Procurement
As per the Procurement
policy the Catholic Charities have decided the relief material such as
Tarpolin, Mat and WASH kit to be given to the flood victim survivors 2014. The
members of the procurement committee are imitated and purchased the materials
according to the protocol of material quality and availabilities. The materials
are purchased and stored in the Catholic Charities godown and dispatched to the
respective field in the fixed dates and time.
6.
Local NGOs partners meeting and distribution of
relief materials and NOC
The Catholic
Charities have organized meeting at the flood affected target operational area
with the local NGOs partners. The prime objective was to entrust the
responsibilities to decide the deserving beneficiaries among the village
leaders and partner. Apart from these the partners have taken all the
responsibilities and registered the name of the beneficiaries with the village
committee along with token distribution, material distribution and signed copy
of receiver. During the process the
organization also received the NOC from the district administration in
operational district.

PROBLEM FACED DURING
THE IMPLEMENTATION

It was very hard for us to select the village and the
beneficiaries because almost all the people were affected by the torrential rain.
·
Depression and stagnant flood water. Within this limited
resources people expectation was very high because most of the people were lost
their food grains in the flood water. Some anti social people also threaten
during the selection of beneficiaries. .

cooperation understanding and interest has developed among the people of flood

NGO partner and PRI member were present and maintain peace during the relief
distribution.
Ø This particular programme
has created sense of responsibility and unity among different caste and
religion, as a result they are able to find and solve their own problem
prevailing in the village and society.
CONCLUSION
The
emergency assistance to the victim is not enough for restring their life and
normalcy. Hence it is important to intervene with rehabilitation program for
victims benefits
